You could go into layout and lock all the measures.

A quick test let me put a long run of 16ths into a very tight bar at the end of a locked page without re-formatting of the page.

Rather than the piano roll, try the GraphOverNotes (TM) feature.

Click on the GraphOverNotes (TM) tab in the main palette.

Each staff will now have a dotted line above and below...

While I'm not sure, the second problem may be related to Microsoft's (nearly) useless GS Wavetable...

One work-around that comes to mind is to print off your first piece that ends one third of the page...
